Introduction

Public funded research institutions, universities, IITs, IISc., Bangalore; Regional Engineering Colleges (other than a hospital) are eligible for availing customs and central excise duty exemption on inputs / purchase of equipment, spares and accessories and consumables for research purposes through a simple registration with the DSIR. The heads of the public funded research institutions / organizations duly registered with DSIR can certify the R&D goods for duty free import as per relevant notifications.

Registration for online application:

Organization or research institutes coming for the first time to DSIR for registration under PFRI scheme need to register themselves.

Click here for registration. Institution/Organization intending to apply to DSIR under PFRI scheme for registrations or renewal of registration are requested to submit their Online Application (Download 508KB)  for Fresh / Renewal Registration as Public Funded Research Institute (PFRI), DSIR. On submission of the application online, they should take printout and get it signed by head of the institution and submit one set of hard copy along with all the relevant documents, annexures and attachments etc., to DSIR by Speed-post. • Reference is made to the Gazette Notification No. 07/2024-Customs dt 29.01.2024 (Download 1.23MB), wherein Notification No. 51/96-Customs, dated the 23rd July, 1996, published vide number G.S.R. 303(E), dated the 23rd July, 1996 is being extended beyond 31.03.2024 up to 30.09.2024; it has been decided to extend the validity of Registration up to 30.09.2024 for all existing recognized Public Funded Research Institutes (PFRI) having valid recognition during the period and who’s Registration Certificate is lapsing on 31.03.2024”.
